Aitken Spence is a leading player in Hotels, Travel, Maritime Services, Logistic Solutions and Power Generation in Sri Lanka. The Colombo-based diversified conglomerate has significant interests in Plantations, Insurance, Financial Services, IT, Printing and Garments and growing overseas investment interests in SE Asia, the Middle East and Africa. FEL acted as Owner’s Representative for the following projects:

The 100MW HFO plant at Embilipitiya met its COD (Commercial Operation Date) on 4th April 2005 and entered into operations against a 10-year PPA (Power Purchase Agreement) with CEB (Ceylon Electricity Board) and despite the construction and commissioning having to be maintained through the tsunami related period in Sri Lanka. Comprising fourteen 7.5MW sets, due to load restrictions on roads and bridges leading to the site, the plant was supplied under an EPC contract by Caterpillar.
Now under Operation & Maintenance undertaken directly by Aitken Spence Power the plant with its sister plants at Matara and Horana - EPC contracts by Wartsila of Finland – provide c.10% of the power into the country’s national grid.
GMMOS Group is a major regional oil and gas services and industrial group operating in the Gulf and Caspian markets. FEL has acted as Owners Representative for the development of their steel fabrication plants servicing the Oil and Gas sector through the following group companies:

In Dubai FEL successfully project managed the compulsory relocation of the total 50,000 sq.m development comprising Head Offices, Fabrication & Maintenance facilities (35,000 sq.m) for the oil & gas industry specialising in large pressure vessel manufacture, plus a further 15,000 sq.m for their associated crane hire operation - Gallagher Cranes. Undertaken under a rezoning programme to move from a previous waterfront site to an industrial area of Jebel Ali the cost reimbursement from the Dubai government was subject to strict time compliance under penalty conditions.
Subsequently, FEL was appointed as Owners Representative for a Greenfield development of a similar size facility in Aktau, Kazakhstan. With a main plant installation that includes a 3,000 ton cold plate roller; each of the facilities carries a 3MW power demand.
Knight Piésold & Co., USA
Acting as a sub-consultant FEL has carried out briefs in Pakistan comprising the Bin Qasim 1,260 MW Power Plant: Fuel Conversion Project in Karachi. This Feasibility Study was for the ground breaking fuel conversion from Oil & Gas to Coal at Bin Qasim Port, Pakistan which was formulated with less than a 3 year payback period and included infrastructure development of the port, provision of sea barge transportation and refurbishment of road & rail facilities. The project highlights comprised:
* Conceptual and feasibility study of multiple subcritical unit oil to coal conversion and coal delivery and handling.
* Coal fuel sources studied include international coals from the Atlantic & Pacific Reions and indigenous Pakistan coals
* Assistance with EPC bid document and contractor selection
* Assistance with coal fuel acquisition.
In Brazil an LFS (Life, Fire & Safety) Audit for OPIC (Overseas Private Investment Corporation) for 20+ residential developments of high & medium rise buildings in Sao Paulo to assess compliance with Section 3 of IFC (International Finance Corporation) EHS Guidelines, International Standards, in addition to the local Brazilian Fire Codes, was field inspected and reported upon in order to grant the foreign investment approvals.

Energy Developments Limited is an international provider of safe, clean, low greenhouse gas emissions energy and remote energy solutions and currently manages an international portfolio of over 900MW of power generation facilities in Australia, the United States and Europe. Their portfolio includes McArthur River Mining Pty Ltd (MRM) the world’s largest producer of zinc in concentrate form representing approximately 3% of the world’s total zinc resources used by all types of smelters.
